The format quick fs=fast32 resulted in a incompatible file system error.Simpler solution for me: Use Windows Explorer to format USB Stick with FAT32 (which works interestingly), then start Windows Download Tool After following your series of DISKPART commands the ISO copy tool works perfectly. It appears my memory stick had some odd partitions (which is not uncommon). RUFUS does work, however it is nowhere as fast as the WUDT for preparing a Windows 8 install usb media.
